UPDATE: Effective Tuesday, March 17, 2020 our office is temporarily closed to the public until further notice.  Alameda County health officials strongly advise against person to person contact when other communication options are available. The spread of the 2019 Coronavirus (COVID-19) is a critical nationwide concern and the top priority of the Alameda County Housing Authority (HACA) is to ensure that our staff, residents, program participants, landlords and partners are protected when working with HACA.

The Centers for Disease Control and Prevention (CDC) and the Alameda County Public Health Department have recommended a number of steps that we are implementing.  We would very much appreciate if you would do your part in helping us.  We ask that you not visit our office or residential properties.  Instead, please call us at (510) 538-8876 or email us at HACA Information.  We have posted signs on our entry doors advising visitors of this.

Effective March 17, 2020 until further notice, HACA will not host any in-person meetings, briefings or client meetings here at our office.  Instead, work will be conducted via email or phone.  We will follow strict handwashing procedures and sanitation of community rooms, our lobby and counter surfaces.  We ask that you use the drop-box to drop off documents instead of coming into the office.  This is for everyone’s safety.

  • HACA anticipates we will be able to continue to make housing assistance payments.  If there is a delay in funding from HUD that impacts payments, we will notify you.  Further, HACA will continue to pay landlords via direct deposit, for those who have signed up for direct deposit.  This is a good time to sign up for direct deposit if you haven’t done so.
  • HACA’s Landlord Portal is operational.
  • Please note that many Section 8 tenants’ employment may be affected by shelter in place orders.  There may be tenants who are challenged to pay their portion of rent on time.  We ask for your patience and understanding during this unprecedented time.
  • Governor Newsom’s Executive Order N-28-20 places protections against certain COVID 19-related evictions.  Further, many cities and counties have also implemented eviction protections.  Check with your city, county or rental owner association for more information.
  • Currently, HACA anticipates we will be able to continue to process rent increase requests; however, there may be a delay in processing as we have many staff sheltering at home.  We ask for your patience and understanding.


  • As of April 10, the Alameda County Housing Authority (HACA) has implemented the following waivers made available to the Housing Choice Vouche program in order to prioritize mission-critical functions in response to the COVID 19 pandemic. HACA wants you to be informed of these waivers (click here).
  • If you have a loss of income due to COVID 19 and need your rent portion to be adjusted, email or call your Eligibility Technician.  We will need to know the details of your loss of income (e.g. date last worked, date work hours were reduced, etc.).  If you have any documentation of your loss of income, and/or that you have applied for Unemployment Benefits, submit it to your Eligibility Technician with your request.  If you don’t have documentation, explain that to your Eligibility Technician. If you will be dropping off or mailing documents, please label the documents “Family Notice of Change” so we can easily identify them.  Please also let your Eligibility Technician know that you have dropped off or mailed the documents.  Although HACA’s office remains closed, our 24-Hour Drop Box at the office is operational.  HACA is quarantining paper documents received through the mail or drop box for 24 hours before distributing documents to staff.  Please allow additional time for processing of your paper requests.
  • HACA will be making COVID 19-related interim rent adjustments a priority.  If you don’t know your Eligibility Technician’s contact information please call HACA’s Customer Solution Center at (510) 538-8876.
  • Economic Impact Payments (that is, the special checks from the federal government) will not be counted towards your household income.  Please do not notify HACA if/when you receive this specific payment.
  • Regular unemployment benefits will be counted towards your household income.  Please report regular unemployment benefits if you are requesting a change to your portion of the rent due to a decrease in income.  The additional $600 per week on top of regular unemployment benefits will not be counted towards income. We are still processing moves to new units.
  • If you were planning to move but need to extend your move-out date, please submit a mutual agreement signed by you and your landlord to HACA’s moving team at This email address is being protected from spambots. You need JavaScript enabled to view it..   You can also submit an email, and have your landlord submit one as well, confirming the mutual agreement.
  • If HACA has requested documents from you and you require additional time to provide those documents, request the additional time from the person who requested the documents from you.  HACA is being flexible and will consider all requests in light of the COVID-19 crisis.
  • HACA will continue move-in HQS inspections and emergency Health & Safety inspections as normal.  HACA has suspended annual and biennial HQS inspections until May 31, or further notice.

Residents of HACA/PACH-Owned Properties:

  • Our maintenance team will continue to do any emergency Health & Safety work orders with a higher level of distancing and infection prevention measures in place.  Please maintain a distance of at least 6 feet from them.

Understanding the Hiring Process

PLEASE READ: This document is to assist you in applying for and successfully proceeding through the Housing Authority's recruitment and selection process.  Applications for general employment are always accepted and kept on file for one (1) year.

To begin your job search, first check for vacant positions on the current Job Listing.

The Application

Download the HACA employment applications form below.  You must file a Housing Authority application for each position for which you apply. Read and complete the application very carefully. Fill in all required information as it relates to your qualifications. Applications that are illegible may be eliminated from further consideration. For this reason, the form is fillable using Adobe Acrobat and can be saved, printed then emailed or mailed to our office.

As instructed on the application do not substitute "see resume" for a description of your past job duties on the application. Describe the job experience from your background that specifically applies to the requirements of the job for which you are applying. After the final filing date, applications are reviewed to assess levels of training and job experience related to the requirements for the position. A limited number of candidates whose applications demonstrate the best combination of qualifications for the position may be selected to proceed in the testing process.  Possession of the minimum job qualifications does not guarantee entry to the examination.

Most recruitments require that a supplemental questionnaire be completed.  Download the supplemental questionnaire from within the job listing link and fill it out thoroughly.  Your responses are used in the application screening process.

The Examination

The Job Announcement indicates the type of examination and the weight of various components. Examinations are designed for the specific job classification under recruitment and may include one or more of the following components:

  • Review of Applications for Minimum Requirements and Screening
  • Written Test
  • Writing Sample
  • In-Basket Exercise
  • Problem-Solving Situations
  • Performance/Demonstration or Job Simulation Test
  • Oral Interview
  • Assessment Center

Prior to taking an examination(s), you should prepare by doing the following:

  • Review the job announcement, any supplemental questionnaire, and related materials.  Pay particular attention to the part of the announcement that discusses knowledge, skills, and abilities.
  • Review your qualifications and accomplishments that relate to the position.
  • Review/update your resume.
  • Review questions that could be asked of you in the interview.
  • Think positively and maintain your confidence.

An applicant with a disability should contact the Administrative Services Department (510)727-8517 prior to the closing date of an examination if an accommodation is required. Proper medical documentation must be provided if an accomodation is requested.

Examination Results

Based upon your performance in all components of the examination, you will earn an overall score. You must earn a qualifying (passing) score to have your name placed on the eligible list. Ranking on the list is determined by the order of final qualifying scores.
You will receive written notification of your status. If the exam is held again during the one (1) year period following the exam date, a candidate's rank may change as other candidates are added to the list.

Employment List and Certification

Employment Lists usually remain in effect for a period of one year, unless cancelled or extended.

The Housing Authority uses the "rule of list" in certifying names for hiring. The "rule of list" means there is no specified number of candidates interviewed for each position which becomes available. Candidates are referred based on their rank on the list and the number referred is relative to the number of openings and scoring. No candidates are "skipped" over in the interview process. An appointment to the open position can be made from any of the candidates participating in the interview process.

If your name is certified and you are not appointed to the position, you will maintain your place or move up on the list as others are appointed. Your name will be resubmitted as more vacancies occur. If you are offered employment and refuse two (2) times, your name will be removed from the list.


References are checked on all candidates considered for employment. It is incumbent upon you to see that a reference is given. You may be required by a former employer to sign a release in order for them to give a reference.

Conviction Records

If you have been convicted of any felony or misdemeanor resulting in imprisonment within five years you must indicate that on your application. This does not automatically disqualify you. Each case is evaluated on an individual basis dependent upon the requirements of the position. You may be asked to provide additional information. Failure to provide complete information on your application, could disqualify you from further competition or subject you to discharge if you are hired.

New employees are fingerprinted and photographed.

Driving Records

Some positions require a valid California Motor Vehicle License and a Motor Vehicle record which allows coverage under the Housing Authority's auto insurance policy. Candidates may be required to furnish a copy of their driving record.

Medical Examination

Before being appointed, you must pass a Housing Authority paid medical examination. At the time of the medical examination, you must meet the physical requirements necessary for successful performance of job duties.

You are strongly urged NOT to resign your present position until after successful completion of the medical examination.


The probationary period is an important part of the selection process and is used to closely observe the employee's work performance and conduct for success or failure in meeting job standards. The probationary period is six months for non-management positions and one year for management positions. An employee may be terminated at any time during the probationary period.

Additional Information on the Examination Process

Written Tests

For some positions, a written test is used to assess required job knowledge, skills, and abilities. Information on test subject matter is included in the job announcement.  Written tests may include math tests, multiple choice, fill in, true/false items, and reading comprehension selections.

Performance / Demonstration / Simulations Tests

A performance/demonstration test is required of some positions. These may consist of a typing test, use and identification of tools and equipment, and lifting heavy equipment. A simulated exercise may include a role play interacting with customers, developing a plan of action, or making a presentation to a group.

Personal Qualifications Appraisal Interview

All examinations include a personal interview. The purpose of the Personal Qualifications Appraisal Interview is to explore and evaluate the extent to which your knowledge, work experience, education, and personal characteristics match those that are needed for the job for which you are applying-

Interview questions cover a variety of subject matters related to the job. Interviewers will ask you questions designed to show your ability to perform the job. If you are applying for a Typist Clerk position, you may be asked about your experience performing office duties.

A panel of three individuals who are subject matter experts will evaluate your overall qualifications based upon your application materials, and the knowledge, skills, and abilities that you demonstrate in the interview. The members of the panel are usually not employees of the Housing Authority of the County of Alameda, however, are experts in a related field and may be from neighboring housing authorities.  They know the job requirements and are able to evaluate your qualifications for the job and determine your final ranking for the employment list.

Interviews generally last for approximately thirty minutes except for supervisory and management positions, which may last from forty-five minutes to an hour. A written exercise may be included as part of the interview process.

Prepare for the interview in advance. The following is a guide to assist you in preparing for an interview:

  • Review the job description and requirements in the job announcement and your background as it relates to the position.
  • Review technical materials, laws, or other pertinent job information.
  • Prepare to present your qualifications to the panel. Your job is to demonstrate you abilities to the panel.
  • Relax and act naturally. You will present your qualifications better if you are relaxed.
  • Listen carefully when you are asked a question, be sure you understand the question, then answer as correctly and honestly as you can.

Allowable Moves

You may move to a new unit with continued assistance in any of the following circumstances:

  • The lease or California law gives the family the right to terminate the lease on notice to the owner and the family has given a notice of termination to the owner in accordance with the lease. If the family does terminate the lease on notice to the owner, the family must give HACA a copy of the notice at the same time.
  • The family has complied with all other obligations of the Section 8 Housing Choice Voucher Program (HCVP) and has moved out of the assisted dwelling unit in order to protect the health or safety of an individual who is or has been a victim of domestic violence, dating violence, or stalking and who reasonably believed he or she was imminently threatened by harm from further violence if he or she remained in the assisted dwelling unit.
  • The lease for the family’s unit has been terminated by mutual agreement of the owner and the family.  If the family and the owner mutually agree to terminate the lease for the family’s unit, the family must give HACA a copy of the termination agreement.
  • The owner has given the family a notice to vacate, has commenced an action to evict the family, or has obtained a court judgment or other process allowing the owner to evict the family. The family must give HACA a copy of any owner eviction notice.
  • HACA has has terminated the assisted lease for the family’s unit for the owner’s breach.
  • HACA determines that the family’s current unit does not meet the Housing Quality Standards space standards because of an increase in family size or a change in family composition. In such cases, HACA will issue the family a new voucher, and the family and HACA must try to find an acceptable unit as soon as possible. If an acceptable unit is available for the family, the HACA will terminate the HAP contract for the family’s old unit in accordance with the HAP contract terms and notify both the family and the owner of the termination. The HAP contract terminates at the end of the calendar month that follows the calendar month in which HACA gives notice to the owner.

If you wish to move to a new unit, you must notify HACA and the owner before moving out of the old unit or terminating the lease on notice to the owner.  If you wish to move to a unit outside HACA’s jurisdiction under Portability, the notice to the PHA must specify the area where the family wishes to move. The notices must be in writing.
