Yes. HACA conducts a criminal background check of each applicant when the family is about to be issued a Section 8 Voucher. Denial is automatic if an applicant has committed certain offenses as reflected in HUD regulations. In other instances, HACA considers all the relevant circumstances before making a decision, including the applicant’s completion of any rehabilitation program. The applicant is given the opportunity to dispute the accuracy and relevance of the criminal record. HACA also denies admission to any applicant who owes HACA or any other housing Authority money until the debt is paid in full.
